This personalization of power means governance depends entirely on the leader's capabilities, character and judgment. Brilliant, benevolent leaders might guide nations toward prosperity and development, making wise decisions that improve citizens' lives. Conversely, flawed, malevolent, or incompetent leaders can inflict catastrophic harm with no institutional mechanisms to prevent or correct their errors. The absence of checks and balances means nothing prevents arbitrary decisions, personal vendettas or disastrous policies from becoming reality.

Throughout history, numerous leaders have exercised power beyond legal constraints — absolute monarchs claiming divine authority, revolutionary leaders invoking popular mandates, military strongmen controlling through force, or traditional rulers governing according to customary rather than codified law. Some presided over periods of stability and development; others brought suffering and decline. The outcomes depended almost entirely on individual character rather than institutional safeguards.

Leadership beyond government and legal establishments, exercising full power, eliminates the frustrations of institutional constraints but also removes their protections. It concentrates both credit and blame, responsibility and risk, in a single person. Such a leader shapes the nation profoundly, enjoying freedom from institutional opposition but not bearing primary accountability for all outcomes. He represents power in its most undiluted form — awe inspiring in scope, unrestrained in exercise, and ultimately as wise and beneficial as the individual wielding it.
